Senior Citizen and PWD Travel Discounts in the Philippines
A practical guide to eligibility, IDs, booking steps and discount calculations for Filipino senior citizens and persons with disability.
Qualified Filipino senior citizens and persons with disability can receive a 20 percent discount and VAT exemption on several travel-related services. The privilege is personal, requires valid proof, and does not automatically cover companions, every fee, or foreign visitors.
The easiest way to avoid an argument at a counter is to disclose the discount before payment, ask how it is computed, and carry the original valid ID used for the booking. This guide explains the practical steps for flights, ferries, land transport, hotels, restaurants, and recreation.
Who qualifies
| Senior citizen | A resident citizen of the Philippines who is at least 60 years old and can present valid proof such as an OSCA-issued senior citizen ID |
| Person with disability | A qualified Filipino citizen who presents a valid PWD ID or another proof of entitlement recognized by the applicable rules |
| Foreign visitor | Not covered merely because the visitor is over 60 or holds a disability card issued by another country |
A person who qualifies as both a senior citizen and a PWD uses one privilege for the transaction. The discounts are not stacked. The Department of Tourism’s PWD guidelines also make clear that the privilege is for qualified Filipino citizens. A commercial promotion may be better than the statutory discount, but the customer cannot normally combine both unless the seller’s terms specifically allow it.
What the travel discount can cover
- Domestic air travel: The eligible passenger’s airfare, including advance and promotional bookings under the applicable senior-citizen rules. Taxes and other lawful fees may be treated separately.
- Domestic sea travel: The eligible passenger’s fare. Vessel class or accommodation does not remove the underlying privilege.
- Land transport: Public buses, jeepneys, rail services, taxis, shuttles, and covered TNVS rides under the applicable rules.
- Hotels and similar lodging: Room accommodation and covered amenities for the eligible person’s exclusive use or availment.
- Restaurants: Food and drinks for the eligible person’s own consumption.
- Recreation: Covered admission and service charges at places of leisure and recreation.
Terminal fees, port charges, booking fees, fuel surcharges, taxes, and optional add-ons may follow different rules. The Expanded Senior Citizens Act implementing rules establish the core domestic travel privileges, but do not assume that a 20 percent fare discount means 20 percent off the final total. Ask for an itemized computation before paying.
Booking a domestic flight
- Use the airline’s senior or PWD booking path if one is available.
- Enter the passenger name exactly as it appears on the travel ID and discount ID.
- Review which part of the price received the discount.
- Carry the original valid ID to check-in and boarding.
- Contact the airline before travel if the website cannot apply the privilege or if assistance is required.
A discount and a special-assistance request are separate. Tell the airline if the passenger needs a wheelchair, help through the terminal, priority boarding, medication support, or a companion seat. Do not assume that entering a PWD ID creates every assistance request automatically.
Ferries, buses, taxis, and TNVS
Present the ID before the ticket is issued or the fare is finalized. For a ferry booked online, check whether the operator has a dedicated discount field or requires ticket-office verification. At a bus terminal, ask for the discounted ticket before boarding rather than trying to correct the fare later.
For taxis and covered TNVS rides, the discount applies to the eligible passenger’s trip under the applicable land-transport rules. App setup and verification can vary. Complete the account discount process before the day you need it, and check the final fare screen.
Hotels and group rooms
Tell the property about the eligible guest before payment and ask for a written computation. A room shared with non-eligible companions does not automatically make the entire group bill discountable. The property must identify what is for the senior citizen’s or PWD’s exclusive use or availment under the applicable rules.
Keep the reservation in the eligible traveler’s name when that person is the guest using the room. Bring the original ID at check-in. If booking through a third-party platform, ask whether the discount must be processed directly by the hotel or through the platform before committing to a nonrefundable rate.
Restaurants and tour-day meals
The restaurant discount applies to food and drinks for the eligible person’s consumption. In a shared group meal, the establishment may separate the eligible share instead of discounting the entire table. Declare the ID before asking for the bill and request an itemized receipt.
Travel-day document kit
- Original valid OSCA or PWD ID
- Another government ID that matches the booking name
- Printed or offline copies of tickets and hotel confirmations
- Proof that the discount was selected or requested
- Medication list and emergency contact
- Written accessibility requests and confirmation numbers
- Receipts showing how the discount and VAT exemption were computed
If a valid discount is refused
Stay calm and ask for the supervisor. Show the valid ID, request the written policy, and keep the receipt, booking record, date, location, and names involved. The correct complaint route depends on the service: the transport regulator, Department of Tourism, DSWD or NCDA, local PDAO or OSCA, or another responsible agency.
Senior and PWD travel discount FAQ
Can a foreign senior citizen claim the Philippine discount?
Not solely on age or a foreign-issued card. The statutory privilege is tied to Philippine eligibility requirements.
Can a companion use the same discount?
No. The privilege is personal. A companion may qualify separately or receive a different commercial promotion.
Can the senior and PWD discounts be combined?
No. A traveler who qualifies under both chooses one valid ID for the transaction.
Legal and planning note: This is a practical overview, not legal advice. The exact computation depends on the service and applicable rules. Confirm the amount before payment and keep the itemized receipt. Rules checked August 26, 2026.
