SM City Cebu: The Third Biggest Mall in the Country, Built Beside a Working Port

From four hundred feet up at last light, the shape of the place finally makes sense. There is the mall, a low black roof filling the bottom of the frame. There is the hotel tower attached to its shoulder, lit gold, the Radisson sign burning blue on the parapet. And then immediately behind both of them, close enough to walk, are the gantry cranes, red and white, lifting boxes off ships in the dark. Container stacks in ranks. Reefer plugs glowing. Trucks queued along a road that runs dead straight from the mall car park to the pier gate.

SM City Cebu is the third biggest shopping mall in the Philippines and it shares a district of reclaimed land with the largest domestic port in the country. The container terminal is directly behind it, across the port road. That proximity explains the traffic, the layout, the hotels, the reason a Taiwanese dumpling chain picked this address over the one in the business district, and most of what a visitor needs to know before going.

Third biggest in the country, and it nearly took second

495,000 square meters of gross floor area. That puts SM City Cebu behind Mall of Asia at 589,891 and SM North EDSA at 497,213, and ahead of Megamall, Seaside and every other mall in the country.

Look at the gap to second place. It is 2,213 square meters. Less than half a percent. A single large tenant would close it. Cebuanos who assume the big malls are all in Manila are working from a mental picture that stopped being true a long time ago, and anyone who tells you Seaside is the bigger of the two Cebu SMs has it backwards: Seaside is 470,486, a full 24,514 square meters smaller than this one.

It opened on 27 November 1993, which makes it older than most of the people walking through it.

The ground it stands on was sea

None of this land existed before 1962. The North Reclamation Area was dredged out of the foreshore off Pier 3 starting in late 1962 and finished in 1967, and it added 169 hectares to the city. It runs to 191 hectares today and it straddles the boundary between Cebu City and Mandaue, sitting out in the Mactan Channel on ground that used to be water.

What went on it, in order: the port, then the industry that serves the port, then the convention center, then the hotels, then the mall, then the hospital, then the office towers. The mall came thirty years into that sequence and it is now the largest single thing on the reclamation.

The port next door is not a minor one. The Port of Cebu is the largest domestic port in the Philippines, the hub through which the Visayas and Mindanao are actually fed, and the international terminal beside the mall runs 512 meters of berthing space, 1,953 ground slots for containers and 204 refrigerated plugs. When the traffic on Juan Luna backs up on a weekday afternoon, that is not shoppers. That is freight.

It is a strange thing to walk out of a xiaolongbao lunch and find a container terminal across the road, and it is the most Cebuano thing about the building.

How the mall is laid out

Two halves, and getting them straight before you arrive will save you a walk.

The Main Mall is the original 1993 building. Department store, supermarket, cinemas including the IMAX screen, and the bulk of the everyday retail. This is the half that feels like a Philippine mall from the nineties, because it is one.

The North Wing opened on 30 November 2007. It cost ₱1.3 billion, added 107,049 square meters and more than two hundred tenants across two retail floors, and put three levels of covered parking underneath. Everything that has arrived in Cebu recently and made a noise about it is in here.

And the North Wing is still growing. A second expansion started in 2022 and is only partly finished: more tenant space on the first two floors, more parking, two twenty-story BPO towers, and a nine-story academic building that will hold National University’s Cebu campus. Our Lady of the Most Holy Rosary Chapel opened inside it on 15 December 2025. If you arrive and find a section hoarded off, that is why.

Where to eat, and the row that changed the mall

In the middle of 2025 The Moment Group opened five restaurants on the Upper Ground of the North Wing within days of each other, side by side, in what the company calls the Moment Block. That row is now the single best reason to cross the city to this mall.

• Din Tai Fung. The first branch in the Visayas, 138 seats, a glass dumpling kitchen at the entrance and a walk-in queue that runs to two hours at weekend dinner. Plain pork xiaolongbao is ₱195 for five off the printed board.
• 8Cuts Burgers. Four doors down, no queue worth speaking of, and every price on the board includes VAT and service charge. The Daily Steals run ₱429 to ₱513 and are the only sane way to order.
• Manam. Filipino comfort food, the house that built the group’s reputation in Manila.
• Ooma. Japanese, loud, built for sharing.
• Mo’ Cookies. The dessert counter of the set.

Outside that row, Tim Ho Wan sits on the Upper Ground of the Main Mall and CIBO is in the expansion wing. Abacá Baking Company has a branch on the same floor as the Holoseum installation and it is the better coffee stop of the two obvious ones.

The practical read: if you want the famous room, go to Din Tai Fung and go early. If you have a hungry group and no patience, walk four doors to 8Cuts and sit down immediately.

The Holoseum, and a mall that keeps trying to be a gallery

The Holoseum is the mall’s own coinage, hologram plus museum, and it is an exhibition space that runs life-sized holographic displays instead of hanging things on walls. It is free, it sits in a concourse rather than behind a door, and you will walk past it without meaning to.

What it was showing on this visit is the more interesting part. Alongside it ran Luminescence, a digital art contest for Cebuanos built around the theme A Festival Lit by Faith, with the entries mounted inside illuminated rings. Sinulog, rendered by local artists in light, in a shopping concourse, next to a bakery.

The mall does this constantly and mostly without announcement. A full-size butanding suspended over a blue floor. A three-meter mascot roped off in a corridor. Whatever is standing in the atrium this month is not in any directory and will be gone by the next one, which is an argument for looking up while you walk.

December and January are a different building

Cebu starts Christmas in September and SM City Cebu commits harder than most. The atriums get trees that run three floors, the concourses get lit arches and a garden market selling wreaths, and the main hall gets a tree with a red carpet and a cast of mascots working the crowd. It is loud, it is crowded, and it is genuinely worth seeing once.

Then in January the whole thing is struck and replaced with Sinulog. Same floors, different faith, and the mall turns into an overflow venue for a festival that owns the city for a fortnight. The rest of what is worth doing in Cebu is mapped separately.

Worth saying plainly, because photographs of a decorated mall travel further than the truth about them: from February to August none of this is up. The building is a very large ordinary mall for most of the year.

Getting there and getting out

Where. Juan Luna Avenue corner Cabahug and Kaohsiung Streets, North Reclamation Area, Cebu Port Center, Mabolo, Cebu City 6000. The Kaohsiung Street side is the North Wing entrance and the shortest walk to the restaurant row.

Hours. The mall publishes 10:00 AM to 9:00 PM, every day. Some of the North Wing restaurants trade later than that at the weekend. Checked August 2026.

By jeepney. This is one of the easiest addresses in the city to reach, because half the network terminates here.

By van. The terminal at the mall runs vans to Lapu-Lapu, Cordova, Mandaue, Danao City and Balamban. For a traveler this is the useful part: you can eat lunch here and be on a van to Cordova or Danao without going back into the city first, or carry on north to the Hagnaya and Maya ferry crossings.

From the airport. Mactan-Cebu is about forty minutes by car in ordinary traffic and considerably more when the port is busy, which is most weekday afternoons. Build in the buffer.

What is actually worth your time

If you are a visitor with three hours, the honest answer is that you come here to eat and to buy things you forgot to pack, and that is a perfectly good reason. The Moment Block is a genuinely good restaurant row by any city’s standard and it is the reason to pick this mall over Ayala Center or Seaside.

If you are here in December or January, add an hour and walk the atriums, because the decoration is a real piece of Cebuano civic life rather than a photo backdrop.

And if you have a car and any interest in how this island actually works, drive out along the port road afterwards, past the container gates and the reefer yards, and look back at the mall from the other side. Cebu is a shipping city that happens to have shopping in it, and this is the one address where you can see both at once.
