The Transcentral Highway After Dark: Fog, Fuel Gaps and an Active Slope
No 24 hour gasoline station, an active landslide zone between Cansomoroy and Gaas, and one gate open all night at Tops. The Transcentral Highway after dark is still one of the best roads on the island. It is simply a road that asks you to arrive prepared rather than arrive hopeful.
This is a night assessment of the Cebu City to Balamban crossing: what the road is doing right now, where help is, and the honest gaps where nothing is published and guessing would be worse than silence. Road status, hours and fees checked September 2026.

The road itself
National Route 815, the Cebu to Balamban Transcentral Highway. The full city to town run is 49 kilometers, about 1 hour 20 minutes in a light vehicle. The mountain section that people mean when they say “the TCH” is shorter, described variously as 33 to 35 kilometers, and that is the part that climbs out of Lahug through Busay and over the spine of the island through the Central Cebu Protected Landscape.
Two lanes the whole way. Continuous curves. The alternatives are Toledo to Manipis at 68 km and about two hours, and Naga to Uling at 73 km and about two hours twenty.
Nobody publishes the summit elevation of the highway. Mount Manunggal, the highest peak in Balamban, is 1,003 meters, and the interior mountains reach around 900. The road does not go over the top of either, so treat any specific altitude figure you see quoted as somebody’s estimate.
The landslide zone, which is current
This is the single most important thing on the page.
The section between Barangays Cansomoroy and Gaas in Balamban has been shedding material since Typhoon Tino in November 2025. The Balamban MDRRMO issued a motorists’ advisory on 5 December 2025 about rockslides and clearing operations. In January 2026 the slope was still moving, with the mountainside sliding “at the slightest rain” and the highway partially obstructed. A public advisory during Tropical Storm Basyang in February 2026 warned of flooding, landslides, rockslides and mudslides on the highway in Balamban.
On 16 May 2026 heavy rain brought material down across the road at Cansomoroy. It was cleared and declared passable the same day by the DPWH Cebu 3rd District Engineering Office with the provincial government and the Balamban LGU. That is a good response time and it is also the pattern: this slope comes down, gets cleared, and comes down again.
On the Cebu City side there is a separate problem. In July 2025 the city disaster office assessed a stretch in Barangay Busay where dumped earth and construction debris sat on a steep slope, and found it highly susceptible to erosion and landslide. The finding was endorsed by the city council.
What this means for a night drive. Rain is the trigger, and rain at altitude here does not need to be falling where you are. If it has rained hard anywhere on the ridge in the previous day, take Naga to Uling instead, or go in daylight.
Fog, and why high beams make it worse
The road crosses the spine of the island and cloud sits on that spine. Suroy.ph has photographed the ridge dissolving into gray in broad daylight, which is the useful part: this is not a night condition that burns off by morning. It is a ridge-height condition, and night only takes away your ability to read it.
Two things follow. High beams bounce off the water in the air and hand you a wall instead of a road, so drop to low the moment visibility closes. And the curves do not straighten out because you cannot see them, which is when a habal-habal running without a tail light stops being a joke.
Fuel, and where the last pump is
There is no 24 hour gasoline station on the mountain section. Not in Busay, not in Gaas, not in Cantipla or Tabunan, and none in Balamban town either.
The nearest station open 24 hours is Shell Talamban, on Talamban Road in Cebu City, and that sits on the Talamban corridor rather than on the climb itself.
So the rule is simple and it is not negotiable: fill the tank in the city before you start. A full tank covers the loop out and back with margin. An empty one at Gaas at eleven at night is a long wait for morning.

What is open after dark
Tops is open 24 hours, every day, holidays included. Entrance is ₱100. That makes the lookout on the Busay climb the one place on this road you can count on at two in the morning, and most of the reason to drive up here after dark at all. The upper viewing decks, second to fourth floor, close at about 02:00. The ground level does not.
Everything else on the mountain is a daytime business. Tops has 22 food outlets and publishes no overnight hours for any of them, so treat a hot meal at altitude as luck rather than plan.
The published hours for the Gaas and Busay cluster, which date from 2021 and want checking before you rely on them, run roughly seven in the morning to seven or eight at night. Crate Cafe in Busay is listed latest at ten. Hole in the Wall Burgers in Gaas is weekends only. Past eleven, Tops is the only door on this road anybody has published an hour for.
On sikwate, the hot native chocolate people come up here for: Mak’s View in the Busay hills has been documented serving it, though without published hours. On batchoy, we could not find a single vendor on the Transcentral documented anywhere. If someone tells you there is a famous batchoy stop on this road, ask them which barangay.
The practical version: eat in the city, carry water, and keep ₱100 aside for the Tops gate.
If something goes wrong
These are the numbers worth having in your phone before you leave signal.
- 911, the nationwide emergency line. The Balamban LGU lists it first in its own advisories.
- Balamban MDRRMO: 0947 861 2147 (Smart), 0945 881 8426 (Globe), 0985 510 2797 (TNT). These are the numbers the municipality published on its own Transcentral Highway advisory, and republished during the February 2026 storm.
- Balamban Municipal Hall: (032) 254 2171, 254 2173, 254 2175, 345 8220. Office hours only, Monday to Friday 8am to 5pm.
- Hospitals. Cebu Provincial Hospital in Balamban on the western side, 188 beds. Vicente Sotto Memorial Medical Center on the Cebu City side. Neither publishes a direct emergency room number we could verify.
On towing: no towing service on this route publishes a number through any source we would stand behind. Several commercial operators advertise on social media. Call one and confirm it answers before you need it, rather than trusting a number printed in an article, this one included.
The Balamban police maintain a Facebook page and publish no landline or mobile. Cebu City police station hotlines are behind pages that block automated access, and the third-party listings that exist do not identify which station covers Busay.
What the road does to people
The Transcentral has a reputation and the numbers behind it are messier than the reputation.
A figure of 5 deaths and 353 injured on the 35 kilometer highway circulated in September 2025, attributed to a vehicular accident toll board. The period those figures cover is not stated anywhere, so it should not be read as an annual rate, and we are not going to present it as one.
What is dated and clear: across Cebu province, road crash deaths ran 87 between 1 January and 27 May 2026, against 69 in the same period of 2025, a 26 percent rise, with 1,081 motorcycle incidents in that window. On 12 July 2026 a 27 year old rider was killed on the Transcentral in a collision with a pickup. Historically, a bus went into a 30 meter ravine on this road after a sharp turn, killing 21 foreign medical students.
In July 2026 the city police, the traffic enforcement unit, Highway Patrol Group 7, the LTO and the city transportation office ran a joint operation on the highway targeting reckless riding and illegal mufflers under the city noise ordinance. Proposals after a fatal collision at Red Cliff in October 2024 would add no-parking and no-stopping zones, rumble strips and solid white lines. Those remain proposals, with no ordinance number and no evidence of passage.
Is there a curfew
No. There is no curfew, no night closure and no night-time motorcycle restriction on the Transcentral Highway in any source we checked. Riders sometimes repeat that there is. There is not.
Separately, and not on this road: from July 2026 motorcycles on the Gov. Cuenco Avenue corridor through Banilad, Talamban, Pit-os and Bacayan must keep to the rightmost lane, with a ₱1,000 fine escalating to ₱3,000 if unpaid within three days. Worth knowing if you are riding out through Talamban to get here.
The short version
- Full tank from the city. There is no 24 hour gasoline station on the mountain.
- If it rained hard on the ridge in the last day, use Naga to Uling instead.
- Eat before you climb. Tops is open 24 hours at ₱100, but nothing on the mountain publishes overnight kitchen hours.
- Balamban MDRRMO numbers in your phone before you lose signal.
- High beams down for oncoming traffic on the blind curves, and assume there is a habal-habal without a working tail light around the next one.
- Cold at altitude, even in a Cebu September. Bring a layer.
For the same road in daylight and what to do on it, see the Temple of Leah and Tops guides, both on the Busay climb.
It is open and legal at night with no curfew or restriction, but there is no 24 hour gasoline station on the mountain section and an active landslide zone between Cansomoroy and Gaas that has been shedding material since November 2025. Tops is open 24 hours at ₱100 entrance. Fill up in the city and avoid the road after heavy rain.
No. There is no 24 hour gasoline station in Busay, Gaas, Cantipla, Tabunan or Balamban town. The nearest station open 24 hours is Shell Talamban in Cebu City, which sits on the Talamban corridor rather than the climb.
Tops in Busay is open 24 hours, every day including holidays, at ₱100 entrance, and its upper viewing decks close at about 02:00. No cafe on the mountain publishes hours past about ten, and the Gaas and Busay cluster runs roughly seven in the morning to eight at night. Checked September 2026.
The slope between Barangays Cansomoroy and Gaas in Balamban has been active since Typhoon Tino in November 2025, with a blocking landslide on 16 May 2026 cleared the same day by DPWH. Rain is the trigger. Check the Balamban LGU advisories before driving it wet.
No. No curfew, night closure or night-time motorcycle restriction exists on the Transcentral Highway. A July 2026 joint enforcement operation targeted reckless riding and illegal mufflers, and proposals for no-parking zones and rumble strips at Red Cliff have not been shown to have passed.
