Driving an EV Outside Metro Cebu: Range, Chargers and Which Trips Work

A range planner and charger list for EV trips from Cebu City to Moalboal, Oslob, Hagnaya, Maya and the Transcentral, checked November 2026.

North of Cebu City there are chargers at Danao, Sogod and Bogo. South of Talisay on the east coast there are none listed at all. A BYD Dolphin still makes Oslob and back on one charge, if it leaves the city full.

Battery electric cars registered in Central Visayas went from 105 in 2024 to 822 in 2025, by LTO count. Most of them live inside Metro Cebu, where the chargers are. The question every new owner asks the first long weekend is whether the car can leave: Moalboal, Oslob, Hagnaya, the Transcentral. The answer is yes for most trips, with one coast where you are on your own.

EV range planner

Pick your car and where you are driving from Cebu City. The planner checks the round trip against a planning range of 70 percent of the car’s rated range, because the ratings sold here are mostly NEDC, the most generous test cycle, and highway speed, aircon and hills all cut into it.

VinFast VF3: rated 210 km, so a planning range of about 147 km at 70 percent of the rating.
VinFast VF5: rated 326 km, so a planning range of about 228 km at 70 percent of the rating.
MG4 51 kWh: rated 350 km, so a planning range of about 245 km at 70 percent of the rating.
BYD Dolphin: rated 405 km, so a planning range of about 284 km at 70 percent of the rating.
BYD Atto 3 Premium: rated 480 km, so a planning range of about 336 km at 70 percent of the rating.
BYD Seal Performance: rated 580 km, so a planning range of about 406 km at 70 percent of the rating.

The short answer

A BYD Dolphin, Atto 3 or Seal makes every trip in the planner and back on one full charge, including Oslob at about 232 km and Maya at about 266 km. An MG4 51 kWh makes Oslob too, just, but Maya needs a top-up in the north. A VinFast VF5 handles Moalboal, Kawasan and Hagnaya; on Oslob it gets there with nothing listed to charge it back. A VinFast VF3 is a city car: Danao and Balamban are fine, anything beyond needs a plan.

The planner is deliberately cautious. If your own car regularly beats 70 percent of its rating on the highway, you know your car better than a rule of thumb does.

Where to charge outside Metro Cebu

The north is covered, thinly. The west has one AC point before Moalboal. The southeast, from Carcar down to Santander and Oslob, has nothing listed as of November 1, 2026. Most of what exists outside the city is ACMobility hardware at Prince stores, at ₱33.50 per kWh on AC and ₱38 on DC.

What a full charge costs

At home on Visayan Electric’s September 2026 residential rate of ₱14.89 per kWh, filling a BYD Dolphin’s 44.9 kWh battery from empty costs about ₱670. The same charge costs about ₱1,500 on a ₱33.50 public AC charger and about ₱1,710 on a ₱38 DC charger. Some mall chargers, including SM Seaside and SM City Cebu, are free for shoppers, with parking charged as usual.

For scale: our road trip cost calculator puts a gasoline sedan to Oslob and back at about ₱1,700 in fuel. An EV that charged at home makes the same trip for roughly a third of that.

What is coming, and what is not

The Republic Act 11697 requirement for gas stations to host EV chargers is still waiting on its implementing rules. The Cebu City Council passed a resolution in July 2026 that encourages two chargers per gas station but does not require them. The Provincial Capitol authorized four chargers in July 2026. A Cebu fuel retailer announced six stations with VinFast’s V-Green network, including two in Liloan, targeted for the third quarter of 2026; none had been confirmed open by November 1. None of these is on the southeast coast.

The annoying parts

AC is slow. Dumanjug, Bantayan and Camotes are AC only. Plan on an hour or more for a useful top-up, so pair it with lunch.

Mall chargers keep mall hours. SM’s chargers run 10 AM to 9 PM, 10 PM on Fridays and Saturdays. A car parked at 8:45 PM is not getting a full charge.

Islands are a different problem. Several ferry lines stopped carrying EVs and hybrids after the MV June Aster fire in September 2026. Our EV ferry guide has which lines still do, and the Hagnaya and Maya ferry guide has the crossings to Bantayan and Malapascua.

The reset before every trip

Charge to full the night before, not the morning of. Check the charger at the far end in the app. Pack the portable charger that came with the car, because a hotel wall socket is the only backup on the southeast coast. And drive the open stretches at 80, not 100. On a long run that difference is the buffer.
