Suroy.ph flew Panglao at 5:43 PM in April 2023, with the tide out, the reef flat showing through the water and dozens of boats riding at anchor off the beach. It is the Bohol most people book, and the guide goes past it: three Chocolate Hills viewpoints that have since closed, and the east side the tour vans skip.
