Pet-friendly does not mean fee-free, unrestricted or welcome on every part of the beach. The safest Cebu or Bohol booking is a property with a written policy that states the pet size, room limit, fee, deposit and restricted areas.

The recommendation behind this guide called for resorts with verified zero pet fees across Bantayan, San Remigio and Panglao. That shortlist cannot be supported from current first-party policies. Several properties accept pets, but the clearest published rules include fees, deposits or access limits. Here is what travelers can actually verify.

Panglao: the clearest policy also has the clearest cost

The Bellevue Resort Bohol publishes a specific pet charge on its own booking offer and asks guests to contact reservations before arrival. That makes the cost easier to plan, but it is not a zero-fee stay. The resort also requires an incidental deposit and uses designated pet areas.

Do not assume another Panglao hotel accepts pets because a search filter says it does. Stellar Panglao, for example, explicitly says pets are not allowed. A listing badge is only a lead. The property’s current written rule is the decision.

North Cebu: island, mainland and ferry rules are separate

Bantayan Island accommodation pages and pet-travel directories list several small resorts and lodges as pet-friendly, sometimes with no added pet fee. Many do not publish the full policy on an official website. Ask for the answer in writing before booking, including the exact animal, weight and number of pets.

Kandaya is in Daanbantayan on mainland Cebu, not on Bantayan Island. It can work for a drive-up beach stay without a ferry crossing. San Remigio is also on the mainland. Check the map before comparing a mainland resort with an island property.

If you continue to Bantayan Island, confirm the shipping line’s current pet procedure. The hotel accepting your dog does not automatically mean the bus and ferry will accept the same carrier setup or documents.

Beach access is not one rule

A beachfront resort may still keep pets away from pools, restaurants, swimming zones and equipment areas. Hale Manna’s published policy is a useful example: pets may pass through the main beach access area but may not stay there, and they must be carried, placed in a carrier or kept on a leash outside the room.

Ask three separate questions: Can the pet stay in the room? Can the pet cross the resort to the shore? Can the pet remain on the beach? One yes does not answer the other two.

Please confirm the allowed room type, total pet fee, refundable deposit, vaccine documents, carrier or leash rule, and whether our pet may stay on the beach.
