Starbucks opens at Tops in Busay on Saturday, 31 October 2026. It is its own building, not a counter tucked inside The Circle: a low pavilion clad in dark stone, with a slatted wood roofline and the green siren on the corner, set on the paved approach at the top of Tops Road. Expect it to pull up a lot of people who have not been to Tops since the old lookout came down.

Where the Tops Starbucks is

Follow Tops Road to the top. Before you reach the main complex there is a roadside sign on a post with a Starbucks cup on it, and the pavilion sits on the paved forecourt by the parking. If you are coming by shuttle, it runs from the IT Park transport terminal on Geonzon Street, Lahug, and Tops publishes it at ₱200 round trip with the Tops entrance included. Checked 29 October 2026.

Do you pay the Tops entrance fee to get coffee?

Yes. The Starbucks is inside the Tops gate, so the entrance fee comes before the coffee: ₱100 for adults, ₱70 for seniors and PWD with ID, free under two. Checked 29 October 2026. So this coffee costs ₱100 more than the same order in the city, and the extra ₱100 is paying for the view. On the shuttle from IT Park, the ₱200 round-trip fare already includes the entrance.

Hours, menu and seating

Opening hours have not been published. Tops itself is open 24 hours, but a branch keeping its own schedule is normal, so check before planning a late-night run. Expect the standard Starbucks menu. Whether the pavilion has outdoor seating facing the city is the detail that decides if this is a view stop or just a coffee stop, and it gets confirmed after opening.

The opening weekend reality

Opening day is a Saturday, and it lands on the Undas weekend, when half of Cebu is already on the road to the cemeteries. Add a new Starbucks at the top of a winding mountain road and the first weekend will be slow going up and slower coming down. If you just want the coffee and the view, a weekday morning in November is the smarter play.

While you are up there: Tops itself is right there, Hillside Mini-Golf is being finished on the slope below The Circle, and Temple of Leah is a few minutes back down. For the other big Cebu opening of the year, the Starbucks at The Outlets in Lapu-Lapu is the comparison.
