Ayala Center Cebu: A Guide to the Mall in the Middle of a Rebuild

Ayala Center Cebu is the default meeting point of Cebu City, and right now it is rebuilding itself with the shoppers still inside. The activity center reopened under its dome in January 2025 with a giant LED wall where the old stage used to be. A new large-format cinema opened in November 2025. On the far side, between the mall and Seda Hotel, an 18,000 square meter wing is under construction until late 2027. None of this closes the mall. It just means the building a visitor walks into this year is not quite the one in older photos, and by 2028 it will be a different building again.

The practical version: it opens 10 AM daily and closes at 9 PM Sunday to Thursday and 10 PM on Friday and Saturday, checked August 2026, three jeepney routes stop at it for ₱13, and the Terraces at dusk is still one of the best reasons to come.

The ₱12.7 billion rebuild, and what it means for a visit

Ayala Land is spending ₱12.7 billion on its Cebu malls between 2025 and 2028, and Ayala Center Cebu is the flagship of that program. The interior renovation came first: the activity center in January 2025, then the cinemas in November 2025. The expansion comes next, an 18,000 square meter wing rising between the existing mall and Seda Ayala Center Cebu, due to finish in the last quarter of 2027. The incoming tenant list runs toward the premium end: Hoka, Pomelo, Beyond the Vines, Parfums de Marly, Wildfour, Issy & Co.

One name off that list did not wait for the wing. Ramen Nagi opened inside the mall on 27 July 2026, the second Cebu branch of the Japanese chain after SM City Cebu, and it keeps the mall’s weekend hours, to 10 PM on Friday and Saturday.

For a visitor in 2026 that means construction hoarding on one flank of the mall and a steadily newer interior everywhere else. Expect the odd rerouted corridor. Everything else trades as normal. Suroy.ph has been watching the site from a tower above the Business Park since February, and the pace is real: the concrete cores were already up and the steel showing over the hoarding by the first quarter.

The activity center is the finished argument for the whole program. The old stage became a granite floor under the steel lattice dome, with a four-story LED column running floor to skylight. It reopened in January 2025 and it is where the mall now stages everything from live shows to the Christmas builds.

From fairway to city block

The ground under the mall was the Club Filipino golf course until Ayala turned the land into Cebu Business Park. The mall opened in November 1994, the first Ayala mall outside Metro Manila, a year ahead of SM City Cebu. The Terraces followed in 2008, a ₱600 million conversion of the old lagoon into the open-air dining ring that is still the mall’s best feature. A four-level expansion added 200 stores in 2013.

The hardest year was 2018, when a fire took out the Metro department store. Metro reopened on 31 January 2021, and the mall has been adding rather than repairing ever since. Today the complex runs to roughly 290,000 square meters and around 680 stores.

This is the building at the center of the Queen City of the South, and it earned the position by being first. The skyline it anchors is the one on the Queen City Tee, drawn from Tops Lookout, shaped like a crown above the sea.

Where to actually go inside

Skip the atrium circuit and head for the Terraces. The open-air ring is where the mall stops feeling like a mall: gardens, water, and the restaurants Cebuanos actually queue for. Hukad’s Terraces branch, the restaurant most of the city still calls Golden Cowrie, does the lechon kawali and kinilaw order for visitors who want one Cebuano meal without leaving the Business Park.

The anchors are Metro, Rustan’s, H&M and Uniqlo, and the usual electronics floor covers Power Mac Center and Samsung. The mall’s real strength against its rivals is not the brand list, it is that the building is pleasant to be in, which sounds small and decides where people spend a Saturday.

The outdoor play park

The redevelopment also gave families a real answer: an open-air play park of rubberized hills, tunnels and climbing ropes under shade sails, with a long orange slide running down the terraced steps beside it. Free to enter, checked August 2026. It sits in the middle of the restaurant terraces, so a parent can hold a table at Botejyu and keep the whole park in view.

It is certified pet-friendly, and the dogs were here first

PAWS, the Philippine Animal Welfare Society, put its Certified Pet-Friendly seal on Ayala Center Cebu on 5 May 2026, the third Ayala mall to earn one. The seal exists because plenty of places that call themselves pet friendly mean small and purebred, so PAWS sent volunteers in with aspins as secret shoppers before signing off. The placard by the pet station spells out the standard it certifies: all dogs and cats, every breed and size, aspins and puspins included.

The rules are the ones you would expect. Leash, carrier or stroller. Clean up after them. Keep them off tabletops and away from dining utensils. Carry a copy of the vaccination records. Water refills and waste bins are on site. Ayala Malls also runs a free Pet ID, registered at the concierge, and the size limit is set mall by mall, so ask at the counter before building a day around it. Checked August 2026.

The better reason to know any of this is the animals already living here. When PAWS visited in May its volunteers found five dogs at home around the entrance and the open spaces, Simba, Mufasa, Bingo, Oreo and Milk-O, and a cat called Julia asleep on an outdoor chair at Texas Roadhouse. Several restaurants keep feeding stations of their own, so the arrangement runs on the tenants as much as on mall management.

The cinemas are new

The A-Giant screen opened in November 2025 where Cinemas 3 and 4 used to be: large format, Dolby Atmos, the biggest screen in the mall’s history, alongside the recliner-seated A-Luxe. Cinemas 1 and 2 were renovated earlier. Check schedules before going, and book the A-Giant for anything shot for scale.

December belongs to the light show

Every December the Terraces gardens carry the Christmas light show that has been a Cebu City tradition for years, and it is free, as it has always been. Weeknights are manageable. Weekend evenings in December are the most crowded hours of the mall’s year, which is worth knowing whether that crowd is the thing you came for or the thing you are avoiding.

By Grab or taxi. Both work from anywhere in the city. From Mactan-Cebu International Airport, expect 30 to 60 minutes depending on the bridges and the hour.

By car. The mall sits inside Cebu Business Park with multi-level parking. Construction has claimed some of the surface parking on the expansion side, so the decks are the safer bet.
