Cebu Safari and Adventure Park: Do Not Go on a Monday
Cebu Safari is open seven days a week, but the African Savanna tour and the bird show do not run on Mondays or Tuesdays. Fees, the real schedule, how to get there, and an honest look at the welfare question.
Cebu Safari and Adventure Park is open seven days a week. That is true, and it is also the most misleading sentence written about the place.
We drove up on a Saturday in June and were through the gate early enough that the top paths were still empty. By mid afternoon it was raining hard enough to shut the rides. Somewhere in between, a giraffe crossed its paddock to the viewing deck and put its head level with mine, and that is the thing I still remember about the day. None of it is on the ticket.
Go on a Monday or a Tuesday and the gate takes the money, but the African Savanna tour does not run and the bird show does not happen. Those are the two headline inclusions, the ones the ticket is sold on. A visitor who drives ninety minutes north, pays around ₱1,200 and arrives on the wrong weekday gets a large, handsome botanical garden with animals in it and misses the part they came for.
Not one page on the first screen of Google says this plainly. Several state the opposite. It is the single most useful thing to know before booking, so it goes first.
Operating days and the schedule that actually matters
The gate opens at 8:30, daily. Listings say 9:00 in places and 8:00 in others, and 8:30 is what holds on the ground. The number that is not in dispute, and the one that ruins days, is last admission at 13:30. The park closes at five and stops letting people in at half past one.

Read down that table and a schedule assembles itself. Arrive at opening for the white tigers, take the African Savanna when it starts at ten, eat, catch the 13:45 bird show, then giraffe feeding at three, and leave. That sequence is derivable from published times and nobody has published it as an itinerary.
Best day to go: Wednesday to Friday. Full attraction schedule, weekday pricing, no weekend crowd.
Entrance fees
The park publishes no price table on its own website, which is why every source quotes something different. Its own board at the ticket counter does. Photographed there on 28 June 2025, it reads ₱1,100 weekday and ₱1,300 weekend for the regular ticket, covering the park and all animal exhibits, Michel’s Garden, the bird show, the African Savanna and the White Lion Safari. Those two figures are the floor of every range quoted since, so treat them as the counter price and anything above as a platform markup or a rise after that date. Klook lists ₱1,313 and ₱1,525, and reviewers have complained about paying meaningfully more through booking platforms than at the counter.
For scale on the trajectory: the weekday rate was ₱900 in March 2023. That is roughly a third more in three years.
- Children above 3 feet: full adult rate.
- Children between 2 and 3 feet: 50 percent off.
- Children below 2 feet: free.
- Seniors and persons with disability: 20 percent off with valid Philippine ID, and it must be bought at the ticket counter, not online. This is the reason not to prebook if anyone in the group qualifies.
Included: all animal exhibits, the bird show, the African Savanna tour, the White Lion Safari, Michel’s Garden, Gardens of the World, and the tram. Not included: food, transport, and every adventure ride.
Advance booking is not strictly required. The park’s own ride page says rides are first come, first served and implies walk-ins are accepted, and the counter clearly sells tickets since that is the only place concession discounts are honoured.
A pawnshop, an orchid collection and thirty years
This is not a corporate theme park, and the actual origin is better than the brochure version.
The land is part of a family estate in northern Cebu, reported at around 2,000 hectares. Michel J. Lhuillier, of the M. Lhuillier pawnshop and remittance business, spent roughly thirty years turning a piece of it into a private agricultural and botanical property. Orchids first, across a plain. Then terraces of mayanas and fruit trees sourced from around the world. Then horses, because he is a horseman, and the place ran as a private ranch. Exotic animals and birds accumulated over years. At some point the collection stopped being a hobby.
It soft-opened as a public park in February 2018, developed with Eduard J. Loop across 170 hectares. Michel’s Garden, the orchid trail reported to hold over a million plants, is the direct descendant of the thing that started it.
The collection today is described by the park as over a thousand animals across roughly 120 to 127 species, the largest zoological collection in the Philippines. White lions, white and orange Bengal tigers, cheetahs, giraffes, zebras, antelope, hyenas, meerkats, capybaras, orangutans, macaques, crocodiles, eagles, owls, macaws and Philippine deer.
What is actually inside
The park sells itself on four things: the African Savanna, the White Lion Safari, the bird show and the gardens. Two of those four do not run every day, which is the whole argument of this guide.
The African Savanna and the White Lion Safari
The African Savanna is the truck and tram tour across open ground, and it is the reason the place is called a safari rather than a zoo. It runs Wednesday to Sunday only. The White Lion Safari is the flagship and the one people book for. Between them they are most of what the ticket is worth, and on a Monday or a Tuesday you get neither.
The giraffe deck
The giraffes are what most people end up photographing, and there is a reason beyond the animal. A raised stone platform runs along the paddock and it puts you at head height with them. They come over on their own. Ours arrived while we were still working out where to stand, leaned across, and the deck went quiet for a second. It is the one place in the park where the animal decides to come to you rather than the other way round, and it costs nothing extra.
The birds
The bird show is, across every review body available, the single most praised thing in the park, and it runs Wednesday to Saturday plus Sundays and holidays. The Aviary Dome is a walk-through with lory feeding and it holds the color: scarlet ibis, flamingos, macaws. The raptors are kept apart and are worth the detour on their own.
Everything else in the park
Gardens of the World is a tunnel garden. Michel’s Garden is the orchid trail the whole place grew out of. There is a petting zoo, a serpentarium, otters, meerkats, capybaras, warty pigs and Philippine spotted deer. The zipline runs 1.3 kilometers at 671 meters of elevation, among the longest and highest in the country.
The rides, and what they cost
Adventure rides are charged separately on site. The same board prices the ATV at ₱800 and the giant swing at ₱650 solo or ₱1,000 for a double, and sells two bundles: Package A at ₱1,700 for park entrance plus any two non-motorised rides, Package B at ₱2,300 for entrance plus any four, drawn from the zip line, sky bike, obstacle course, zip coaster, spider web and aerial walk. Cheaper rides start around ₱300. Budget ₱300 to ₱800 a head, and more if the swing is the point. Closed-toe shoes, no skirts or loose accessories, and everything suspends in heavy rain or lightning.
That last rule caught us. It came down hard in the middle of the afternoon and the rides stopped, which nobody argued with. If rides are the reason you are going, do them early and leave the gardens and the covered walks for the wet part of the day.

How long it takes, and the walking nobody warns about
Tram rides are included, but do not plan around them. This is steep mountain terrain spread over 170 hectares and visitors consistently report long uphill and downhill walking, plus queues for internal transport. One reviewer gave up waiting and walked the park.
Realistic timing is four to six hours inside. With the drive that makes a 10 to 12 hour day from Cebu City, which is exactly how the commercial tour operators schedule it: 08:00 pickup, 10:00 arrival, 16:00 departure, 18:00 back.
Outside food and drink is prohibited, with water in tumblers the usual exception. There are five or six dining outlets on site including the Serengeti Bar and Restaurant, running roughly 08:00 to 16:30, at around ₱280 to ₱600 a head. Reviews of the food are inconsistent and it is expensive relative to Cebu City. Eat before, or accept it.
How to get to Cebu Safari from Cebu City
The park is at Toril, Barangay Corte, Carmen, Cebu. Carmen town is roughly 40 to 50 kilometers north of Cebu City, and the park is a further climb of 8 to 12 kilometers off the national highway, about 15 to 20 minutes from the turnoff.
Allow 1.5 to 2 hours by car. The park’s own site says approximately one hour. The operators who drive it commercially every day say otherwise, and they are the ones to believe.
- Driving: north on the national highway to Carmen National High School, left at the signage, then follow the park signs uphill.
- Public transport: Ceres bus from the Cebu North Bus Terminal to Carmen Plaza, quoted at within ₱150, then a van from the plaza marked for Cebu Safari at around ₱100 to ₱150 a head. Viable, but the 13:30 last admission plus two hours of bus travel plus waiting for a van to fill means leaving Cebu City around dawn.
- Taxi or ride-hailing: ₱600 to ₱900 one way, and a return ride from the park is not guaranteed.
- Organized tours: Island Trek Tours runs a 10 to 12 hour private tour with hotel pickup and entrance included at around ₱1,800 per person, which is barely above the gate price alone and the standout value. Cebu Tours PH is around ₱2,626 per adult with a weekend surcharge. GetYourGuide runs closer to ₱6,000.
On site, Safari Camp runs one-bedroom cabins from around ₱8,200 a night and two-bedroom cabins from around ₱16,900, though the park’s own website contradicts itself on rates. Staying over solves the last-admission problem and very little else.
The welfare question, answered honestly
Cebu Safari attracts strong opinions in both directions and the evidence base is thinner than the strength of feeling on either side. There is no investigative reporting on this park at all: no exposé, and equally no independent audit vindicating it. Here is what actually exists.
In its favor. The park holds institutional membership in the Southeast Asian Zoos and Aquariums Association, confirmed on SEAZA’s own member roster. It is one of only three Philippine institutional members, alongside the Avilon Wildlife Conservation Foundation and the Philippine Eagle Foundation, which is selective company. It runs an in-house veterinary team. And the point independent visitors keep making unprompted is enclosure size: there are no small display cages, animals have room, and observers report normal behaviour rather than the stereotypic pacing that signals welfare failure. A thousand animals across 170 hectares is a genuinely different stocking density from most Philippine zoos.
Against it. The cheetah enclosure draws the most credible specific criticism, and it comes from a sympathetic reviewer rather than an activist: one of the few noticeably smaller spaces, housing an animal built to run at 120 kilometers an hour. Crocodile enclosures appear in aggregated visitor complaints as cramped. Two isolated reviews, one from November 2024 and one from April 2025, report animals in poor condition or visibly unhappy, the second noting that hyenas and orangutans in particular look wrong in a savanna-branded park. Single reviews are weak evidence, but the species criticism is fair.
Where the claims do not hold up. The park’s conservation page describes breeding programs for endangered species including the Philippine eagle and the Visayan warty pig, plus a Breeding and Research Center. None of that could be independently corroborated: no hatch or birth announcements, no population figures, no named partner organizations, no published research, no DENR records. Philippine eagle captive breeding is overwhelmingly the work of the Philippine Eagle Foundation in Davao. Eight years after opening, that absence is itself worth noting. The claims are not disproven. The evidence is simply absent.
The question nobody has asked. The park’s two marketing animals are white lions and white Bengal tigers. Neither is a species or a conservation unit. Both are recessive color morphs that in captivity are typically maintained through deliberate close inbreeding, with documented health costs, which is why major accrediting bodies discourage breeding for white coat color. No reporting exists on where Cebu Safari’s white lions and white tigers came from, whether they are being bred, or how their genetics are managed.
And on the regulatory record. No DENR inspection findings, citations or enforcement actions involving this park could be found. There are two readings of that and honesty requires both: either the record is clean, or Philippine wildlife facility inspection findings are simply not published in searchable form. Oversight sits with the DENR Biodiversity Management Bureau, whose reports are not routinely public. Absence of documented violations is not documented compliance.
The earthquake, and a gap in the record
A magnitude 6.9 earthquake struck northern Cebu on 30 September 2025, centered about 12 kilometers off Daanbantayan on the previously dormant Bogo Bay Fault. It killed 79 people, injured 599, caused ₱733.34 million in infrastructure damage and affected more than 140 heritage and tourism sites. Carmen sits in the affected corridor, and the park posted that it would remain closed until further notice.
It is operating again, confirmed in August 2026. No reporting could be found on when it reopened, or on how roughly a thousand animals came through a magnitude 6.9 quake on a mountainside. That is a gap worth someone closing.
One thing to be straight about. Every photograph in this guide was made on 28 June 2025, three months before the quake. The enclosures, the buildings and the animals in these frames are the park as it stood before it. The park is open and the gate time above was checked since, but nothing here is a picture of what the earthquake did or did not change.
Is Cebu Safari worth it?
Yes, with conditions, and the conditions are the whole answer. Five of them, in the order they will cost you.
- Go Wednesday to Sunday. On a Monday or a Tuesday you are paying full price for a botanical garden with animals in it.
- Be at the gate for 8:30. Last admission is 13:30 and the park shuts at five. A late start costs you the savanna tour, the bird show, or both.
- Budget past the ticket. ₱1,100 weekday or ₱1,300 weekend gets you in. The giant swing alone is ₱650 to ₱1,000 on top.
- Wear shoes you can climb in. This is 170 hectares of mountainside and the trams are also the queue.
- Do the rides before lunch. Heavy rain suspends them, and the afternoon is when it tends to arrive.
Get those right and it is a good day and a genuinely unusual collection, the largest in the country, on a mountainside nobody would have chosen for it. Get two of them wrong and you will drive the ninety minutes home wondering what the fuss was about. The park does very little to stop you getting them wrong, which is the reason this guide leads with the calendar rather than the animals.
While you are in Carmen
The drive is ninety minutes each way, so it is worth knowing what else is up there. St. Augustine of Hippo Parish Church sits in the poblacion and takes twenty minutes. Middle Earth Mountain Resort and Mangitngit Falls is the other direction and is a half day on its own, so pick one, not both. Everything in reach is plotted on the Cebu map.
Practical notes
- Best months are the dry season, roughly November to May, but this is a mountain site above 600 meters and weather turns fast. Rain suspends the rides. Bring a shell.
- Closed-toe shoes. There is a lot of walking on slopes.
- No flash photography inside enclosures. No pets other than service animals. No smoking.
- Drones are reported as prohibited on the premises. The park publishes no photography policy, so anyone planning aerial work needs written permission first.
- Weekends are busier but 170 hectares absorbs a crowd. The pinch points are ride queues and internal transport, not the paths.
Wear the island.
Ninety minutes north of the city, on a mountainside nobody would have picked, one family spent thirty years building this. Cebu keeps doing that.
