Mactan Newtown Beach: The Price, the Reef, and the Breakwater
A managed beach twenty minutes from the terminal, on water that deserves the trip. Walk-in rates have roughly doubled since 2024, and there is free shoreline fifty meters past the breakwater.
The water here is the reason any of it exists.
From a hundred meters up the shape is obvious. A pale reef flat runs a couple of hundred meters off the shore, shallow enough to wade, and then the color changes hard and goes navy. That drop-off is where the diving is, where the island-hopping boats point, and why Megaworld put thirty hectares of towers on a headland that used to be scrub and fishing villages.
The beach itself is a smaller thing than the setting. That is the honest starting point, and everything else in this guide follows from it.
What it costs
Here it is with the uncertainty left in rather than tidied away, because there is no published rate card to point at.
Walk-in rates have roughly doubled since 2024. Visitors were reporting around 649 pesos a head in 2024. In mid 2026 the advertised rate has been reported at 1,088 pesos, with at least one visitor charged 1,300 on the day. Older pages still print 150 pesos, or free, and both figures are years out of date.

What you should take from that. If you are staying inside Mactan Newtown, the beach is a genuine perk and you should use it. If you are driving in from Cebu City for the day, four people at the walk-in rate is four to five thousand pesos before you have bought lunch, and that is resort money for a beach that reviewers rate below average.
Is it actually public?
Not in the way the name suggests.
The beach is run as a facility of the township. Access is built around people who are already inside the ecosystem: hotel guests, condominium owners, unit renters, people with a restaurant reservation. Walk-ins are admitted, at the walk-in rate, and how easily seems to depend on the day and how full it is.
So it is open to the public in the sense that a hotel pool with a day pass is open to the public. Plan on that basis, arrive early on a weekend, and do not turn up at four in the afternoon on a Sunday expecting a lounger.
The complaints, since they cluster and they are consistent. Three things come up again and again in visitor feedback: the price against what you get, the shortage of shade, with umbrellas first come first served, and the state of the bathrooms and showers. Those are worth knowing before you pay. The water is not what people complain about.
What the beach is actually like
A managed crescent of pale sand behind a rock breakwater, with loungers, cabanas, a pool, a restaurant and a bar. The sand is groomed. The swimming area is enclosed. It is a resort beach and it presents as one.
Beyond the breakwater the character changes completely. On the other side there is a working shoreline: tents and tarps rather than cabanas, bancas pulled up on the sand, jetski operators running out to the reef edge, families with coolers. Same water, same reef, a rock wall between them and a very large difference in what a day there costs.
On swimming, which matters more than the sand. The reef flat is shallow and it is not soft. At low tide you are walking on rubble and seagrass, and reef shoes are the difference between a good afternoon and a bad one. The good water is out toward the drop-off. Check the tide before you commit to a morning, because a low tide here turns the swim into a wade.
Getting there
From Mactan-Cebu International Airport. About six kilometers by road along the Mactan Circumferential Road, 15 to 25 minutes depending on the M.L. Quezon Highway. This is the whole appeal: it is the closest good water to an international terminal anywhere in the Philippines.
From Cebu City. Over either the Marcelo Fernan or the Mandaue-Mactan bridge and east across the island. Budget an hour, more at rush hour, and considerably more on a Friday evening. Ten minutes further down the coast there is a very different kind of waterfront.
Grab works on Mactan and is the sensible option. Jeepneys run the Circumferential Road and will put you within walking distance of the township gate.
Parking is street parking around the township rather than a dedicated lot.
The Beach Walk, which is the free half
Mactan Newtown Beach Walk is a separate thing from the beach, and it is the part most guides collapse into one entry.
It is a two-level lifestyle mall built around a 1.4 hectare man-made lagoon with floating boardwalks and a connecting bridge, plus a garden chapel, four cinemas, a food hall, al fresco dining, a view deck and a small boutique hotel. It was budgeted at about 1.5 billion pesos, was originally due in 2021, and opened in 2023 after the pandemic pushed it back.
You do not pay to walk it. For anyone with a layover and no interest in paying a beach gate fee, the promenade and the lagoon give you the sea air, the view and somewhere to eat, at the cost of whatever you order.
The free alternatives, fifty meters away
The public shoreline next door. Past the breakwater there is beach that costs nothing, and on a weekend it is full of Lapu-Lapu families doing exactly what people do at a beach. It is not groomed and there are no loungers. It is the same reef.
The island-hopping wharves. The small piers along this coast are where the outrigger pump boats leave for Hilutungan, Nalusuan and the sandbars. If what you actually want is clear water, a boat out to the reef islands beats any managed beach on Mactan, and the money goes to a boat operator instead of a gate.
Mactan Shrine, ten minutes up the coast at Punta Engaño, is free, and it is the reason the city has the name it has.
Flying a drone here, and this one is not simple
Every photograph in this guide is an aerial, and this is a harder place to make them than it looks.
The frames were made on 16 May 2021 between 4:14 and 5:42 PM, from 50 to 131 meters above ground, over a box about six hundred meters across centered on 10.3026° N, 124.0200° E.
The current rules, as of August 2026. CAAP requires registration for anything over 250 grams, at 1,000 pesos, open to foreign nationals on a passport number. The recreational ceiling is 120 meters above ground. Recreational flying is daylight only. If the footage is paid, sponsored or monetised, CAAP treats it as commercial and it requires a Remote Pilot Licence rather than registration alone.
And the one that decides it here. CAAP Memorandum Circular 026-2025 imposes a 10 kilometer no-fly buffer around public airports. Mactan Newtown Beach sits about four and a half kilometers from Mactan-Cebu International Airport. The entire eastern Mactan resort strip is inside that buffer, which means this is not a place you launch on the assumption that a beach is a beach. Coordinate with CAAP first, and expect the answer to depend on what the runway is doing.
The frames in this guide predate that circular by four years. That is stated here because the rule changed, not as a way around it.

When to go, and what has changed since these photographs
Best window is the dry season, roughly December to May. Mactan is exposed and the eastern shore takes weather off the Pacific side.
Two things have changed since these frames were made in May 2021, and both matter.
The Beach Walk did not exist yet. The mall, the lagoon and the boardwalks opened in 2023, so the stretch of shoreline in these photographs is missing a large piece of what is there now.
And on 16 December 2021, seven months after this flight, Typhoon Odette crossed Cebu and hit this coast hard. Tree cover, small structures and shoreline planting along the eastern resort strip were reshaped by it. The reef, the drop-off and the breakwaters in these frames are unchanged. The greenery on the shore is not the same greenery.
Is it worth it?
If you are staying in Mactan Newtown: yes, use it, it is included or close to it.
If you are on a layover with four hours: walk the Beach Walk, eat, look at the sea, and skip the gate. You will not get value out of a thousand peso day pass in three hours.
If you are coming from Cebu City for a beach day with a family: probably not. For what four walk-in passes cost, you can hire a boat out to Hilutungan for the day and be in better water with fewer people. If you want a Cebu beach that costs nothing, the west coast still has them.
If what you want is the sea rather than the sand: get in a pump boat. That has always been the right answer on Mactan and the price of the managed beaches keeps making it more true.
Wear the island.
The beach sits about four kilometres from the runway. One of these carries the island. The other carries the runway.
