You can bring most toiletries, medicines, food and gadgets on a flight from a Philippine airport, but every item must pass three separate checks: airport security, your airline’s baggage policy and the rules at your destination. For the cabin, keep liquids in containers of 100ml or less inside one transparent, resealable 1-liter bag. Keep power banks out of checked baggage. Then weigh and measure your bags against the airline’s own limit.

- Liquids, aerosols and gels: Each container must hold no more than 100ml. Put all containers in one clear, resealable bag with a maximum capacity of 1 liter. The Office for Transportation Security specifies a 20cm by 20cm bag.
- Power banks: Carry them in the cabin, never in checked baggage. Cebu Pacific, Philippine Airlines and AirAsia currently cap them at two units of no more than 100Wh each, with airline-specific storage and use rules.
- Cabin bags: Cebu Pacific and AirAsia allow two pieces with a combined weight of 7kg. PAL allows one 7kg carry-on plus an eligible personal item. Dimensions differ by airline.
- Medicine and baby food: Necessary liquids can qualify for an exception, but declare them before screening and bring supporting documents when relevant.
- Food and pasalubong: Dry, securely packed food is usually easier to carry. Sauces, pastes, preserves and other wet foods can fall under the liquid rule or an airline restriction.
- Sharp, flammable or toxic items: Do not assume they can simply move to a checked bag. Some are prohibited in both places.

Philippine airport liquid rules
The national baseline comes from the Office for Transportation Security prohibited-items circular. It applies to flights originating in the Philippines, so the safest approach is to use the same liquid packing rule for domestic and international departures.
- Use containers with a capacity of 100ml or less. A half-full 200ml bottle is still a 200ml container.
- Place the containers in one transparent, resealable plastic bag with a capacity of no more than 1 liter.
- Use one bag per passenger. The OTS circular specifies a 20cm by 20cm bag that can close completely.
- Take the bag out when instructed at screening.
The rule covers more than drinks. It includes lotion, sunscreen, toothpaste, perfume, liquid makeup, hair gel, deodorant spray, cooking oil, honey, sauces and food with a high liquid content. Flammable, corrosive or toxic liquids remain prohibited regardless of size.
What about medicine, breast milk and baby food?
Medicines, baby milk or food and special dietary liquids can qualify for exceptions. Keep them separate from the regular liquid bag, declare them before screening and allow time for inspection. Bring the prescription, medical certificate or original labeled packaging when it helps explain the item and quantity. Security staff can request additional screening or proof.
Power banks after the 2026 rule change
The International Civil Aviation Organization introduced a two-power-bank limit and a ban on recharging power banks during flight, effective March 27, 2026. Philippine airlines have published their own operating instructions around that standard.
Before leaving home, find the watt-hour rating printed on every unit. Do not bring a swollen, damaged, corroded, recalled or unlabeled power bank. Protect exposed terminals with tape or keep each battery in its original package or a separate protective pouch.

How to read Wh on a power bank
Use the printed Wh rating whenever it is available. If the manufacturer provides only milliamp-hours and the battery’s nominal voltage, the formula is:
Wh = mAh × nominal voltage ÷ 1,000
A 10,000mAh power bank using a nominal battery voltage of 3.7V calculates to 37Wh. Do not substitute the USB output voltage if it is different from the battery’s nominal voltage. When the label is unclear, ask the airline before travel instead of relying on a guess.
Cebu Pacific, PAL and AirAsia cabin-bag limits
Seven kilograms is common in the Philippines, but it does not mean the same thing on every ticket. The Civil Aeronautics Board advises passengers to check the carrier’s own size and weight rules because policies vary.

Pack to the published rule even if someone online says a bag was not weighed on a previous flight. Enforcement can happen at check-in, before departure or at the gate. If you need more space, buying the correct allowance before the airport is usually simpler than repacking in line.

Food and pasalubong need two checks
First ask whether airport security and the airline allow the item in the cabin. Then ask whether customs, agriculture or quarantine rules allow it at the destination. An item can pass the first check and still be restricted on arrival.
- Dry food: Biscuits, bread, candy and other solid snacks are generally easier to carry when sealed and packed against crumbs or odor.
- Wet food: Honey, oil, sauces, soup, stews and similar foods count as liquids or gels. Cebu Pacific’s current item guide also prohibits several leak-prone or strong-smelling foods in hand carry, including bagoong, atchara, dried seafood and durian.
- Canned goods: Pull-tab cans and sharp-edged packaging may face cabin restrictions. Check the airline’s item guide before packing.
- International arrival: Meat, fruit, plants, seeds and animal products can trigger destination quarantine rules even when the airline accepts them.
Gadgets, cameras, drones and tripods
Keep phones, laptops, cameras and other valuables in the cabin. Follow screening instructions about removing large electronics from the bag. Spare lithium batteries belong in hand carry with their terminals protected.
A drone is not one single baggage item. The aircraft, controller, installed battery, spare batteries and tools can each face a different rule. Airline battery limits govern the flight, while local permits and no-fly zones govern use at the destination. A tripod, monopod or umbrella can be assessed for length, weight and whether it has a pointed end. When in doubt, ask the operating airline before the travel date.
If your carry-on is checked at the gate
A full flight, small aircraft or oversized bag can lead to gate checking. Before handing over the bag, remove:
- Power banks and loose batteries
- E-cigarettes or vapes where legal
- Passport, identification, wallet and boarding documents
- Essential medicine and medical devices
- Phone, laptop, camera and fragile valuables
- Keys and anything needed immediately after landing
Keep these items together in a small pouch that can be removed quickly. Do not wait until the bag is already tagged and moving away from you.

Can I carry two bags on Cebu Pacific or AirAsia?
