Amber Hotel’s rooftop in Cebu: Onyx Skylounge is open, and the pool is for looking at
The best looking roof deck near Fuente Osmeña belongs to Onyx Skylounge on top of Amber Hotel. The bar is open; the infinity pool is for looking at, not swimming in.
The pool runs almost the whole length of the roof and it is lit from underneath, so at night the water is the brightest thing on the deck. Tables sit along one edge. The word AMBER stands over the bar in letters tall enough to read from the street. It is the best looking rooftop in this part of Cebu City, and the bar on it is open.

Onyx Skylounge is open
The bar is open. It has a name, Onyx Skylounge, a neon sign, its own Instagram account and a full back bar. People were drinking on that deck in August 2026 and again in the first week of September. Suroy.ph photographed it working on 24 March 2026, with table service running on the pool deck and a queue at the bar.

Before you go up
Pick a detail.
The hotel facilities page footnotes the bar as not available. The bar, branded Onyx Skylounge, was working on 24 March 2026, with table service and a queue.
Lit from underneath and running almost the length of the roof. Guests report it is for looking at, not swimming in. Nobody is in it in any frame.
Not signposted from the street. Guests report staff swipe the lift up, and a room key alone will not reach the top floor. Ask at the desk about walk-ins.
No price list and no published hours. Call the hotel before going.
Over the tree crowns around the Capitol and the low roofs, with the uptown towers behind. About 300 meters from Fuente Osmeña.
The pool is scenery. You cannot swim in it.
This is the part worth knowing before you book a room for it.
Booking listings for the hotel advertise an outdoor swimming pool with panoramic city views. Guests staying there through August 2026 report being told the pool is for looking at rather than swimming in, and one of them put it plainly: it is for design only.
Two claims, and the photographs settle which one to plan around. There is a pool. It is beautiful. It is lit, edged in dark tile, and it runs past the tables like a light box. Nobody is in it in any frame, at any hour, on a Tuesday night in March.
Go for the deck and the view. Do not go for a swim, and do not book the room expecting one.

The view, and what is actually in it
The hotel sits at the corner of Don Julio Llorente and Don Gil Garcia in Capitol Site, about three hundred meters from Fuente Osmena and a two minute walk from Chong Hua Hospital. That puts the deck over the low, dense, tree-heavy part of Cebu City rather than over the business park, and the difference matters.
From the rail you get the crowns of the trees around the Capitol, billboards lit up over the low roofs, and then the towers of the uptown skyline standing behind all of it with cranes still working between them. It is a working city view rather than a postcard one. On a clear night the whole middle distance is orange.

The food, and what is not known yet
Two plates came out of that kitchen on the March visit and both were competent hotel cooking rather than anything the rooftop needs to be judged on. A herbed salmon fillet on mashed potato with grilled corn, sauteed greens and a pot of cream sauce. A burger steak under brown gravy with corn, green beans and a fan of pineapple.

Prices are the one gap. Suroy.ph did not photograph the board on the March visit, so this page carries none yet; ask for the menu when you call.
Rather than guess, here is what a Cebu rooftop actually charges: the published cocktail range at the Avenir tower rooftop in the business park is ₱350 to ₱500 plus ten percent service, checked February 2026. Budget in that band and you will not be surprised. This page gets the real numbers on the next visit.
Getting up there, which is not obvious
The rooftop is not signposted from the street and the lift does not simply take you there. Guests report that staff have to swipe you up, and that a room key card on its own will not send the lift to the top floor. Whether a walk-in who is not staying at the hotel gets the same escort is not something any published source states, and it is the single question worth asking at the desk before you turn up with five people.
The hotel opened on 1 March 2024. Onyx opened later, on a 13 February, which its own announcement dates to the day but not to the year.

How it compares to the other rooftops
The rooftop most people name first in this city is Skydeck 360, and it is worth being precise about where that one is, because it is routinely misplaced. Skydeck 360 is on the roof deck of The Noble Cebu, which occupies Tower A of Grand Residences on Gov. M. Cuenco Avenue in Kasambagan. It is not at Crown Regency. Crown Regency’s rooftop attraction on Osmena Boulevard is the edge coaster and the sky walk, which is a ride rather than a restaurant.
Set against that, Amber’s deck is the closer one if you are anywhere near Fuente, it is the newer build, and it has the better single object in the pool. What it does not have is a published price list or published hours, which is part of why the deck was quiet on a Tuesday.
