With blue-green domes, corner towers and a long white facade, Waterfront Cebu City Hotel looks like a fairytale palace dropped beside modern Lahug. Behind that dramatic exterior is a practical city hotel built for conventions, concerts, business trips and big family weekends.
There are newer hotels in Cebu and smaller ones that are easier to navigate. Few are as instantly recognizable. Waterfront Cebu City Hotel and Casino has been part of the Lahug skyline since 1998, before Cebu IT Park became the around-the-clock district travelers know today.
Fairytale-inspired is the hotel’s own phrase for the facade, and it is the honest one. This is not a copy of a particular European palace and it is not a real historical style. It is theatrical, symmetrical and built so a very large complex reads as a landmark from a long way off. It works.

The quick answer: who should stay here?
Waterfront Cebu City makes the most sense for travelers attending an event in the hotel, working in Lahug or IT Park, meeting a large group, or wanting many facilities under one roof. It is also useful for concertgoers who would rather take an elevator after the show than negotiate late-night traffic.

Why Waterfront Cebu City Hotel looks like a palace
The impression begins with the roof. Blue-green domes rise above white walls, corner towers frame the main block and rows of windows repeat across a long, formal facade. From the air, the hotel reads more like a civic complex than a simple tower.
Scale does the rest. The grand lobby is about 96 meters long and 22 meters wide, under a ceiling about 35 meters high. Nobody needs the numbers to feel it. The sightline is long enough that somebody waiting at the far end is a silhouette, and the ceiling is high enough that voices travel up instead of across.
It is tempting to label the building Baroque, Renaissance or French. There is no strong first-party source for one formal European style, so those labels would say more than the evidence allows. Fairytale-inspired and palace-like are accurate descriptions of what the building looks like.
The hotel that arrived before IT Park
Waterfront Cebu City opened in January 1998 with 158 rooms. By late 1999 it had grown to about 560 rooms, a six-story convention center and a six-story entertainment block. Today it has 561 rooms and suites. Checked 1 September 2026.
The hotel sits beside the former Lahug Airport, and the runway still shapes the street grid next door. The usual version of this story compresses it into one closure, which is wrong three times over. Commercial flights stopped on 27 April 1966 when everything moved to Mactan. The strip stayed. More than a million people stood on the old tarmac for an open-air Mass with Pope John Paul II on 19 February 1981. The airfield only closed for good in 1989.
Waterfront opened nine years after that, and four years before the first IT Park office modules took tenants in 2002. For a while it was the tall, lit, obviously expensive thing on this side of Lahug with nothing to compare it to. Today, the hotel works as a bridge between old and new Lahug. Its exterior still carries late-1990s drama. Its surroundings now include offices, restaurants, malls, condominiums and a nightlife district that keeps going after many hotel lobbies have gone quiet.
The painting in the lobby is the best free thing here
Most guests walk under it while looking for the front desk. There is a painted world map on the lobby wall, two hemispheres in browned cartographer’s gold, drawn in the style of a seventeenth century chart with the continents half right and the empty ocean filled in with sailing ships.
The details are doing work. Three ornamental cartouches carry text on Ferdinand Magellan, on Spain and on the Americas. Four portraits sit in the corners, each one labelled: Lapu-Lapu and Manuel A. Roxas along the top, Juan Luna and Dr. Jose Protacio Rizal along the bottom. Between them run painted vignettes of the first Mass, a street of red-roofed bahay na bato with a calesa going past, an obelisk marker, outriggers on a blue sea, and at the bottom center the Santo Nino on a pedestal with figures bringing offerings.
Three names are painted under Rizal’s portrait, O. Flores, M. Nellas and A. Arcilla, with a date beside them. The mural was finished in 1997, the year before the hotel opened its doors.
That is the part worth standing still for. Almost everything on the wall has a real address within an hour of the lobby. The obelisk is the Mactan Shrine at Punta Engano, where Lapu-Lapu and Magellan both have monuments. The Santo Nino is at the Basilica Minore del Santo Nino. The bahay na bato street is Casa Gorordo and the blocks around it. The same cast turns up again, carved instead of painted, at the Cebu Heritage Monument in Parian. Somebody put a Cebu itinerary on this wall in 1997 and it is still accurate.
Choosing among 561 rooms and suites
The large room count can make booking feel more complicated than it needs to be. Waterfront currently lists Premier, Standard, Superior, Deluxe, Deluxe Premium and Ambassador rooms, plus several suite categories. Standard and Superior rooms are listed at 32 square meters.
Start with the trip rather than the room name:
- For a short event stay: Compare the least expensive room that includes the bed setup and cancellation terms you need.
- For work: Confirm the desk setup, Wi-Fi inclusion and distance from elevators if quiet matters.
- For families: Check the exact occupancy rule and whether breakfast is included for children.
- For a celebration: Compare suite size, lounge access and inclusions before paying for the category name alone.
The hotel policy allows up to two adults and two children below 12 in a room, subject to the room category and bed setup. Children can share the room without an accommodation charge, but meals and extra beds may cost more. Confirm the final arrangement directly with the hotel.
Nine places to eat without leaving the hotel
One reason Waterfront works for conferences and family gatherings is that a group can split up without leaving the complex. There are nine outlets:
- UNO Café for buffet dining
- Tin Gow for Cantonese food
- Mizu for Japanese dishes
- La Gondola for Italian food
- Madeleine for pastries and desserts
- Lobby Lounge for coffee, drinks and meetings
- Café Fortuna for Filipino dishes and late-hour dining
- Pool Aquarius Bar for poolside refreshments
- Treff for drinks and evening gatherings
Outlet schedules change, and the official website can show older hours beside newer updates. Use the list to choose a direction, then confirm same-day opening hours before planning a meal around one restaurant.
Travelers who want to step outside have plenty of options in nearby Lahug. Commonly Uncommon Coffee is a short ride away, while IT Park offers everything from quick meals to the evening stalls at Sugbo Mercado.
Pool, gym and recovery time
The hotel counts one outdoor pool, which is true and slightly undersells it. From directly overhead it is a two-lobe free-form pool with a slide running into the second lobe, a rock grotto at the western end, and two small octagonal plunge pools on the deck beside it. The W painted on the floor of the main lobe is only readable from the air.
Guests get pool and gym access. Non-guests can ask about day use. The pool runs 7:00 AM to 9:00 PM and Citigym is open 24 hours.
Massage runs 24 hours and the salon runs 10:00 AM to 7:00 PM. All of these hours were checked on 1 September 2026, and all of them are the kind that move for a holiday or a private booking. Confirm on the day.
Why Waterfront remains a major event hotel
Waterfront is not a hotel with function rooms attached. Events are the reason the complex is shaped the way it is. There are 10 function rooms and two grand ballrooms, seating up to 4,000 between them.

If you are attending an event, ask which ballroom or function room is being used. The complex is large enough that meeting at “the Waterfront lobby” can still leave a group sending location pins to one another.
The casino is inside, but it is not the whole hotel
Casino Filipino Cebu operates inside the hotel under PAGCOR. Waterfront lists it as open 24 hours with table games, slot machines and bingo. Entry is limited to eligible guests aged 21 and above, and PAGCOR exclusion rules apply.
A hotel booking does not override casino entry rules. Travelers who are not interested in gaming can still use the rooms, restaurants, pool, gym and event facilities without making the casino the center of the stay.
Waterfront Cebu City Hotel location: close to IT Park, not inside it
The official address is 1 Salinas Drive, Lahug, Cebu City. The property stands beside the former airfield and close to IT Park, but the two are separate complexes. The silver tower across Salinas Drive is Cebu Exchange, which at 164 meters is the tallest office building in Metro Cebu and a useful landmark when you are telling a driver where to turn.

- For Busay: Waterfront is a useful lower-city starting point for Tops Cebu, Temple of Leah and other uphill stops, but evening traffic still needs a buffer.
The honest trade-off
Waterfront’s strength is also its compromise. This is a very large hotel with a long history, many room categories and several public areas. Travelers who want a small, quiet property may find the scale tiring. During a major event, the lobby and driveways can become busy.
Room condition and views can differ across such a large inventory. Compare the exact room category, recent photographs, breakfast terms, cancellation rules and renovation notes before booking. A low price is only useful if it still includes what the trip needs.
What Waterfront offers in return is convenience. A ballroom, pool, gym, restaurants, late-hour options and hundreds of rooms are all in one address. For the right trip, that is more valuable than having the newest lobby in the city.

Book it when the event is here, the office is nearby or the group wants everything in one complex. Look elsewhere when the trip is built around the beach, historic downtown walks or a small-hotel atmosphere.
Either way, the building deserves a second look. What reads as a European palace from the skyline is a very Cebu story: an ambitious hotel from the late 1990s that got a business district built around it, on a runway.
