Sacred Heights: 12 Hilltop Shrines in the Philippines, and One That Was Never a Shrine

Filipinos put God on the high ground, and not quietly. The tallest statue of the Virgin Mary anywhere in the world is standing on a hill above Batangas Bay, and there are ninety eight meters of her. Drive far enough in any direction in this country and something enormous and holy will be looking down at you from a ridge.

This is where they are, ranked by how high they actually stand, because most versions of this list online get the heights wrong. Twelve hilltop shrines, with the opening hours and mass schedules that matter more than the superlatives. Then one building on a Cebu ridge that everyone calls a shrine, and that the family who built it says was never anything of the kind.

Nine of the twelve we have photographed ourselves. Three we have not, and those are marked as such in their entries. A travel site that blurs that line is not worth reading.

1. Mother of All Asia, Tower of Peace, Batangas City

Ninety eight point one five meters, finished in 2021 after seven years of building, standing over Batangas Bay at Sitio Montemaria in Barangay Pagkilatan. It is the tallest statue of the Virgin Mary in the world. The hands and the face were designed by Eduardo Castrillo, the sculptor behind the People Power Monument, and the eight hectare pilgrimage center around her is still filling in.

Go early or go for the last hour of light. The statue faces the bay, so the afternoon puts the sun behind her and the morning puts it on her face. Full guide: Montemaria Shrine in Batangas.

2. Memorial Cross of Mount Samat, Pilar, Bataan

Ninety two meters of concrete cross on a summit five hundred and fifty five meters above the sea, inaugurated on 9 April 1970, twenty five years after the war ended and twenty eight years to the day after Bataan fell. There is a viewing gallery in the arms of it.

This one is a war memorial before it is a shrine, and standing in the arms of a cross looking down at the ground the Death March started from is not a light morning out. Open daily 8:00 to 17:00, roughly 130 kilometers from Manila. Full guide: the Cross of Mount Samat.

3. Sacred Heart of Jesus, Roxas, Capiz

Forty meters, up since 2015, the second tallest religious statue in the country after Montemaria and the tallest in the Visayas. From the base you get Roxas City and the Panay flatland running out behind it.

4. Divine Mercy, Calbiga, Samar

Thirty six and a half meters, finished in 2020, and almost nobody outside Samar talks about it. It is the tallest Divine Mercy statue in the Philippines and it went up in a town of under twenty thousand people. Calbiga then added a twenty one meter Mother of Mercy in 2022, so the municipality now holds two of the largest religious statues in the country.

We have not stood under either one. No photograph of ours exists, so there is none here.

5. Divine Mercy, Marilao, Bulacan

The statue is thirty point five meters. The whole structure, counting the podium it stands on, reaches forty five point seven. The site has been a National Shrine since 1992, long before this statue went up in 2017, and Father Prospero Tenorio is the reason it exists. The figure is fibreglass, modelled first in 3D software and then built at scale.

It is twenty five kilometers north of Metro Manila, which makes it the easiest one on this list to reach from the capital. Masses Monday to Saturday at 6:30, 15:30 and 18:00. Full guide: the Divine Mercy Shrine in Bulacan.

6. Sacred Heart of Jesus, Carcar, Cebu

Twenty nine point two meters, standing since 2012, and it is in Cebu, which surprises Cebuanos. Carcar is a town people drive through for chicharon and lechon and the heritage plaza, and the statue is up the hill behind all of that.

We have not photographed this one either. It is the nearest of the three gaps and it should not have stayed a gap this long.

7. Our Lady of the Miraculous Medal, Pilar, Capiz

Twenty four point four meters and the oldest giant on this list, finished in 1993 when nobody in the country was building at that scale yet. Pilar sits on the coast east of Roxas City, close enough that both Capiz statues fit into one morning if you start early.

Third and last of the three we have not shot.

8. Padre Pio Mountain of Healing, San Jose del Monte, Bulacan

Fifteen point two meters of Padre Pio with his hands open, up since 2019, in the hills of San Jose del Monte. Padre Pio carried the stigmata from 1918 until his death in 1968, which is why the healing devotion attached itself to him and why this hill fills the way it does.

Open Tuesday to Saturday, 6:00 to 17:00. Sunday mass at 15:00. The healing mass runs at 9:00 on the 23rd of every month, and that is the date to plan around or the date to avoid, depending on what you are there for. Full guide: the Padre Pio Mountain of Healing.

9. Divine Mercy Shrine, El Salvador, Misamis Oriental

Fifteen meters, completed in 2008. And a correction worth making, because the internet keeps repeating the error and we repeated it ourselves for two years: this shrine is not in Cagayan de Oro. It is in El Salvador City, the next city west along the coast. Everyone gives directions from CDO because that is where the airport is, and somewhere along the way the address got absorbed.

At three in the afternoon everything on that hill stops and the Chaplet of Divine Mercy is recited. If you time a visit for anything, time it for that. Open 6:00 to 18:00. 10. Our Virgin Mary, Q Park, Compostela, Cebu

Roughly twelve meters, forty feet, the smallest statue here, and the setting carries it. Q Park runs to two hundred hectares between Danao City and Liloan, built in 2004 by the family of Norberto Quisumbing Jr of the Norkis Group.

One more correction. This statue is widely listed at twenty seven meters, including in the earlier version of this article. It is not twenty seven meters. It is forty feet. Full guide: Q Park in Compostela.

11. Birhen sa Simala, Sibonga, Cebu

Not a statue on a hill, a castle on one. The Marian Monks of Eucharistic Adoration started building in Barangay Lindogon in 1998 and have not really stopped since. The story that made it is the image of the Virgin said to have wept during the dengue outbreak of the late 1990s, and the healings that followed. Pilgrims still arrive by the busload with letters to leave.

Open 8:00 to 18:00. Candles ₱35, parking ₱50. Masses at noon Monday to Friday, 10:30 Saturday, noon and 15:30 Sunday, and 10:30 and 15:30 on the 13th of the month, which is the busiest day by a distance. 12. Divine Mercy Hill, Toledo City, Cebu

Barangay Landahan, on the west coast of Cebu, open daily 6:00 to 19:00. Smaller and quieter than everything else on this list, which is the reason to go. Same three o clock prayer, a fraction of the crowd, and the Tanon Strait behind it. Full guide: Divine Mercy Hill in Toledo.

Also up there, and we owe it a proper look

Above Buenavista in Guimaras there is a white cross on a hilltop with Iloilo and Panay laid out behind it. Local guides walk visitors up through the coconut groves to reach it. We have no height for it, no photograph of it, and every account online traces back to the same handful of posts, so it sits here as a note rather than as an entry.

Guimaras also has the sinukuan, the tree that grows a natural cross in the fork of its branch. People carve it into amulets and the name comes from suko, to surrender. If you are heading over, the Guimaras island guide has the ferry crossings from Iloilo.

The one that was never a shrine

The Temple of Leah sits on a Busay ridge above Cebu City. Seven stories, Corinthian columns, and for a decade the internet has called it the Taj Mahal of Cebu, a husband’s monument to the wife he lost. The family says that is wrong.

In June 2026 the actress Ellen Adarna, granddaughter of Teodorico and Leah Adarna, put it plainly to Cebu Daily News. Her lola was a hoarder. Her lolo decided the land in Busay could hold the overflow. People started turning up to take photographs and go on dates there, so it became a business. It carries Leah’s name because everything inside it was hers.

Still worth the drive, still the best view of the city from that side of the mountain. It is simply not what the caption says, and that is a distinction this list cares about, because half the numbers in every other version of it are wrong as well. Full story: the Temple of Leah. How to plan a hilltop circuit

These cluster better than they look on a map. Bulacan gives you Marilao and San Jose del Monte in one day out of Manila, and Bataan adds Mount Samat on the next. Batangas City is its own trip and worth being its own trip. Capiz pairs Roxas and Pilar in a morning. Cebu holds four of the twelve, Simala and Carcar to the south, Q Park to the north, Toledo to the west, and none of them are more than two hours from the city.

Three practical things. Dress for a church rather than a viewpoint, because covered shoulders and knees are expected everywhere here and enforced at Simala. Three in the afternoon is the hour at every Divine Mercy site, so either build the day around it or stay away from it. And the two dates that fill every one of these hills are Holy Week and Divine Mercy Sunday, the Sunday after Easter, which are the best days to go if you want to see what these places actually mean and the worst days to go if you want a photograph without a queue in it.

Questions people actually ask

What is the tallest religious statue in the Philippines?

The Mother of All Asia, Tower of Peace, in Batangas City, at 98.15 meters, completed in 2021. It is also the tallest statue of the Virgin Mary in the world.

Where is the Divine Mercy Shrine in the Philippines?

There are several. The three largest statues are in Calbiga, Samar at 36.5 meters, Marilao, Bulacan at 30.5 meters, and El Salvador, Misamis Oriental at 15 meters. Cebu has a smaller hilltop shrine at Divine Mercy Hill in Toledo City.

Is the Divine Mercy Shrine in Cagayan de Oro?

No. It is in El Salvador City, Misamis Oriental, the next city west along the coast. Directions are usually given from Cagayan de Oro because that is where the airport is.

Is the Temple of Leah a religious site?

No. It is a private building on a Busay ridge in Cebu. The Adarna family has said it was built to hold Leah Adarna’s belongings, not as a temple or a memorial, and the romantic version repeated online is not their account of it.

What should I wear to a Philippine hilltop shrine?

Covered shoulders and knees. Shorts and sleeveless tops are turned away at Simala and frowned on everywhere else. Bring shoes you can climb steps in, because most of these sites end with a stairway.

When is the best time to visit?

Early morning for the light and the heat, or three in the afternoon if you want the Chaplet. Holy Week and Divine Mercy Sunday are the fullest days of the year at every Divine Mercy site.
